Emperor Vespasian reorganised public budgets with great success. His ingenuity in increasing state revenue was legendary. Among other things, he introduced a tax on public latrines. This is where the saying that money doesn't stink comes from: Pecunia non olet. In Italy, by the way, public toilets are still called "Vespasiani".
